Goa may tap Project Loon to woo IT cos to state

Panaji: With the state government trying its bet to woo information techonology companies and startups to Goa, the department of information and technology has initiated discussions with Google India to try and bring some of Google's offerings to the state. Key among these services is Project Loon , an experimental project that uses high-altitude balloons to provide internet access.


"Yes we are in talks with Google on Project Loon. Since the discussions are on-going it would not be wise to comment but it is safe to say that there is a wider palette for discussion with Google and we should have something tangible in a few more weeks," director for IT Ameya Abhyankar said.

According to Google, Project Loon is a research and development project developed with the mission of providing internet access to rural and remote areas.

The project uses high-altitude balloons placed in the stratosphere at an altitude of about 18 km to create an aerial wireless network.

Since winds in the stratosphere are stratified, and each layer of wind varies in speed and direction, Project Loon will use software algorithms to determine where the balloons need to go and accordingly move the balloon into the stream of wind blowing in the right direction.

While Google is already in talks with BSNL to use their bandwidth, several other regulatory concerns have to be addressed before Goa can benefit from Project Loon.

A source close to the developments said that Google is working with BSNL to share their cellular spectrum to enable customers to directly connect to the balloon network directly from their phones and other LTE-enabled devices. The signal will then passed across the balloon network and back to the telecom operator.

Stakeholders from the telecom industry, home ministry, the defence ministry and the ministry of civil aviation have raised apprehensions over the implementation of Project Loon citing security threats and danger to civilian and military aircraft.

The Union ministry for communications and IT ministry is likely to grant Google a four-day period to test Project Loon over Andhra Pradesh or Maharashtra.
