As the year opens, Telecom Minister Ravi Shankar Prasad has spectrum swap issue with the defence sector on his priority list. He shared more details on the subject during an interview with The Economic Times. Prasad said that only one block of possessed 3G spectrum was auctioned while they have put up the swapping issue of 15 MHz of 3G spectrum from defence sector on a fast track. So far, 5 MHz of 3G spectrum has been vacated from the defence sector.
Swapping Of Airwaves
Throwing more light on the swapping of airwaves, Prasad said that it is a legitimate issue and would mean ease of things for both defence and telecom sector. The quantum of swap would be arrived at only after settling down some of the issues. The Telecom Ministry will inform the defence band in 45 days after which the swap will start. Prasad said that the government has kept auction of the acquired 5 MHz on hold till the time they receive the rest of the 15 MHz. He said that auctions could be done only if there is concrete swapping.
Improved Telecom Ecosystem
Prasad estimated that the government would earn Rs. 80,000 crores on an average through such auctions. Also, Prasad told ET that the government has been fair and transparent in its auction process in terms of fixing the upfront payment. Resultantly of its efforts, the telecom industry is showing improvement, which will ultimately be passed to the consumers at the end. Prasad stated that the spectrum sharing and trading rules were delayed due to certain procedures in between the telecom department and the regulator. Since postponing auctions would not give a correct message to the investors, therefore, the auctions were undertaken without the new rules.
No Merger For BSNL And MTNL
Commenting on the status of its two loss-making public sector units, BSNL and MTNL, Prasad said that people in powerful positions during the earlier years led to the present circumstances. However, Prasad ruled out the possibility of merging the two units, but said that they will work in rebuilding the two units individually. Further, Prasad said that the government is working hard to revive the India Post as well.
