NEW DELHI: The Indian government will bar Chinese companies from providing any telecom equipment to state-run telcos and may also prohibit private mobile phone operators from using gear supplied by the likes of Huawei and ZTE going forward, a senior official said, marking India’s first major economic reaction to the skirmishes on the border with Chinese troops. The telecom department will soon also cancel a 4G telecom equipment tender floated by state-run Bharat Sanchar Nigam Ltd. (BSNL) and Mahanagar Telephone Nigam Ltd. (MTNL) and rework it to keep out Chinese vendors, the official said. “The government has taken a decision to cancel the tender which was floated (by BSNL) earlier this year,” the senior government official told ET. “We will likely also not allow private operators to use Chinese gear in the future and will encourage domestic telecom equipment makers”. Once signed off, the order will deal a body blow to the Indian operations of Huawei and ZTE who will thus be barred from the country’s commercial 5G deployments. Currently, industry estimates peg the annual market for Indian telecom equipment to be around Rs12,000 crore, of which Chinese players account for roughly a fourth. The rest of the market comprises mainly of Sweden’s Ericsson, Finland’s Nokia and Korea’s Samsung. Bharti Airtel and Vodafone Idea work with both Huawei and ZTE, besides the European vendors, while Reliance Jio works with Samsung. The decision, which was taken at the highest levels of the government on Wednesday, comes within hours of the Prime Minister saying that India would retaliate if it were instigated by China. “We have constantly received complaints from our telecom manufacturers that China is not permitting import of Indian telecom equipment where as it is subsidizing Chinese telecom gear which is then underpriced in the Indian market,” the official said. “As a result, our indigenous telecom equipment manufacturers are unable to come-up". He added that telecom formed the backbone of critical digital infrastructure and the government is taking decisions to safeguard the country’s security. “The government will also hold a multiple stakeholder discussion with private telecom companies on how to promote indigenous telecom equipment manufacturing in the country.” India’s private telcos though had been batting for Huawei and ZTE to remain in the fray, as they offered cheaper equipment and also attractive vendor financing options. Analysts say barring the two could lead to a 10-15% rise in gear procurement costs as non-Chinese suppliers could levy a premium. There could be supply chain issues with fewer vendors to choose from, especially with Europe/US battling Covid19. The decision on Huawei and ZTE though is just what the US had been hoping for amidst its own trade war with China. Washington has been pressuring allies and friendly countries, including India, to bar Huawei, flagging security concerns and citing the company’s alleged proximity to the Chinese government. China on its part has warned India of economic consequences if Huawei was excluded from 5G. Countries such as Australia, New Zealand, Japan and Taiwan besides the US are keeping Huawei out of 5G deployment, while others such as the UK, France, the Netherlands, Russia and South Korea have allowed the Chinese equipment maker to participate. The UK though is reviewing the impact of the limited role that it had allowed Huawei. While cancelling the tender floated by the state-run telcos, which had been placed earlier in March, a government committee headed by the telecom department will finalise, in the new tender, the specification of the core and the RAN of the 4G telecom infrastructure to ensure that it has significant domestic content and indigenous technology. “Large Indian companies have evinced interest in providing 4G gear to the state-run telcos,” the official said.

For Atmanirbhar Bharat: Govt agencies across sectors tweak rules, form policies to push local

Less than a month into the Centre’s ‘Atmanirbhar Bharat’ pledge, government departments including the Department of Commerce, Department for Promotion of Industry and Internal Trade (DPIIT), the Ministry of Civil Aviation, alongside utilities such as BSNL and some state electricity boards, have either issued policy directives or are working to tweak rules to push domestic manufacturing and services.

Tata Comm Q4 loss widens to Rs 275 crore on statutory dues provisioning

New Delhi: Tata Communications on Saturday reported widening of consolidated losses at about Rs 275 crore for the fourth quarter ended March 31, mainly due to provisioning for statutory dues. It had registered net loss of Rs 199 crore in the year-ago period

The quarter's loss was due to a provision of Rs 342 crore towards additional license fees liability, the company said.

The income from operations for the just ended quarter came in at nearly Rs 4,398 crore, up 3.6 per cent year-on-year helped by strong performance in the data business.

For the full year ended March 2020, the losses were at Rs 84.83 crore compared to Rs 80.43 crore in FY19.

The income for operations for FY20 was at Rs 17,068 crore, up 3.2 per cent over the previous fiscal.

"We are living in extraordinary times with the COVID-19 pandemic continuing to disrupt businesses at large.

"At Tata Communications, we are enabling smooth and continued operations of services for our customers, delivering service upgrades and changes in record speed, as they implement work from home measures and shift workloads seamlessly across borders as part of their business continuity plans," A S Lakshminarayanan, CEO of Tata Communications, said in a statement.

On the COVID-19 business response, the company noted that there was 30 per cent growth in internet traffic on its network in March compared to January 2020.

"Capacity expansion in a short span of time has been possible due to extensive upgrade and modernisation of our network done in the last three years.... Recorded 1 billion minutes of enterprise voice traffic in March alone," the statement said.

The Board has recommended a final dividend of 40 per cent (Rs 4.00 per share of the face value of Rs 10 each) for the financial year ended March 31, 2020.

During the quarter ended September 2019, the company received demand from the Department of Telecom (DoT) aggregating about Rs 6,633 crore towards licence fee on its Adjusted Gross Revenue (AGR) for the financial years 2006-07 till 2017-18.

50,000 BSNL contract workers remain unpaid for a year

NEW DELHI: As many as 50,000 contract workers actively engaged in state-run Bharat Sanchar Nigam Limited (BSNL) field operations remain unpaid for last one year despite the Centre's advisory for smooth payouts amid Covid-19 pandemic.

"The contract workers are not paid wages for about one year since the payouts have not been made by BSNL to contractors on the plea of a shortage of funds," VAN Namboodiri, president of the BSNL Casual, Contract Workers Federation (CCWF) told ETTelecom.

Bharat Sanchar Nigam Limited (BSNL), the state-owned telco, has extended its existing 1500GB FTTH plans to new cities in Tamil Nadu, after introducing it in only Chennai and Telangana circles earlier this year. The BSNL 1500GB Fiber-to-the-Home (FTTH) plan offers a speed of 200Mbps up to 1500GB data with unlimited local and STD calls to any network. After the FUP limit is reached, the speed reduces to 2Mbps. The 1500GB FTTH plan is also introduced in Bhawanipatna city in Odisha, as well as the Puducherry area.
