Solar powered mobile towers to keep communication up even during disasters

DEHRADUN: Taking a lesson from the 2013 mid-June Kedarnath disaster in which the entire communication network in the hills broke down due to lack of electricity supply for days, Disaster Management and Mitigation Centre (DMMC) has identified about 30 places in nine hilly districts for the installation of low powered solar battery operated mobile towers to ensure uninterrupted network connectivity even during disasters. 
The solar powered mobile towers will be installed by BSNL. The government telecom provider has also pledged to install similar towers at 43 advanced locations of ITBP and SSB in the state. The towers will reduce dependence on diesel and can operate in regions with an unreliable electricity supply. 

"We have identified around 30 places in nine hill districts of the state where the mobile towers will be installed by BSNL along with the ITBP and SSB locations. The names of the places will be forwarded to BSNL for further action," DMMC executive director Piyoosh Rautela told TOI. 

The nine districts where the locations have been identified by DMMC are Tehri, Chamoli, Dehradun, Rudraprayag, Uttarkashi, Pithoragarh, Bageshwar, Almora and Pauri. Along with providing the locations, DMMC will also provide details like longitude and latitude of the place and total area available for installation and the number of nearby villages. 

Chief minister Harish Rawat had written to the Centre on April 15, 2005, urging to install solar operated mobile towers for high-altitude areas of the state under Universal Service Obligation Fund (USOF). Consequently, BSNL has asked the state government to identify disaster-prone locations in the state where the solar operated mobile towers are to be installed. 

Rautela added that an effective and reliable communication system in disaster situations is of paramount importance for both crisis-affected people and the emergency teams who endeavour to rescue people. "Those who survive need to quickly receive information on the aid services available or on the possible ways of connecting with aid providers," said the DMMC official. 

According to the officials, once such mobile towers get installed in Uttarakhand, the dependence on satellite phones will also decrease. It is to be noted that even telecom companies had told the government on numerous occasions that lack of electricity supply remains the primary problem for them during disasters, as the normal Base Transceiver Station (BTS) mobile towers, which are generally installed by the mobile companies, require high-voltage electricity for functioning.
